Every zone knows its normal
Decades of each country's own earthquake catalogs give every zone a baseline of typical activity. The server watches national data sources around the clock and keeps each zone's state current.
Alerts when the numbers say so
When recent activity rises measurably above the zone's own baseline, the zone goes into alert — a period of elevated statistical probability, nothing more and nothing less. You get a notification in your language.
